Hungary Unitary state

Hungary is a unitary state in central Europe. It has a population of 9,797,600 (2017).
Hungary is subdivided into the following institutional and administrative units: municipalities (települések), cities (városok), cities with county rank (megyei jogú városok), capital city districts (fővárosi kerületek), the City of Budapest and counties (megyék).*
The capital city, Budapest, has its own local administration law. In total, there are 3,201 municipalities and 19 counties with elected councils, plus Budapest, which enjoys a special status (2016).

* Under Hungary’s new local administration law, unveiled in 2011, some local powers (such as primary education) were recentralised because of current budget restrictions in the country.
