Germany is a federal Republic divided into 16 states (Länder), including three city states – Berlin, Hamburg and Bremen. It has a population of 82,800,000. Each state is divided into municipalities (Gemeinden), cities (Städte) and districts (Kreise), with the exception of the city states of Berlin, Hamburg and Bremen, which have no rural districts (Landkreise).
