Consulting Territorial Europe/CTE is a consultancy, based in the Strasbourg area, that helps local public sector organisations across Europe to improve their management and governance.
CTE has been found and is directed by Olivier TERRIEN who is an experienced trainer of public officials and elected members in many European countries. He delivers training on strategic management, citizen engagement and coproduction, social inclusion and diversity and evaluation of public policies, with a comparative European perspective. His 14 years’ career at the Council of Europe has given him wide experience in managing complex international cooperation programs and provided him with a wide network of international, national and local managerial innovation champions.
Olivier TERRIEN cooperates in particular with the British NGO Governance International in implementing the CitizenPoweredCity approach across Europe, in order to develop citizen coproduction of local public action. He also teaches at the French National Institute for Local Government Studies (INET), the Strasbourg Institute of Political Studies (Sciences Po), the Nantes Business School Audencia and the University of Strasbourg (UdS) Institute of Translators, Interpreters and International Relations (ITIRI).

The Council of Europe advocates freedom of expression and of the media, freedom of assembly, equality, and the protection of minorities. It has launched campaigns on issues such as child protection, online hate speech, and the rights of the Roma, Europe’s largest minority. The Council of Europe helps member states fight corruption and terrorism and undertake necessary judicial reforms. Its group of constitutional experts, known as the Venice Commission, offers legal advice to countries throughout the world.
The Council of Europe promotes human rights through international conventions, such as the Convention on Preventing and Combating Violence against Women and Domestic Violence and the Convention on Cybercrime. It monitors member states’ progress in these areas and makes recommendations through independent expert monitoring bodies. Council of Europe member states no longer apply the death penalty.
