Latvia Unitary state

Latvia is a unitary state with a population of 1,950,100 (2016). Between 1991 and 2011, Latvia’s population fell by 23% because of an extremely low total fertility rate (births per woman) and negative net migration.
Latvia is subdivided into municipalities (novads) and cities (pilseta). Plans to create new regional governments have been postponed, and regional government functions are fulfilled by 5 planning regions.
